The air Council would propose to obtain explicit
undertakings from the Hong Kong Government:

That the layout and development of the aerodrome should be approved by the Air Kinistry;
that it should be made available without rent or other charges (other than necessary caintenance) for the accommodation of any air units which may in the future be stationed there;
that the Air Winistry shall decide what portion of the site can be disposed of.

I am to point out that the depression of trade which
affects the ability of the Hong Kong Government to contribute
to the cost of the undertaking also wakes it possible for the
site to be acquired for a lower price than would be possible
if the acquisition were deferred until after a revival in trade.
I am accoringly to request that you will move the Lords
Commissioners of his Majesty's Treasury to sanction in
principle the proposed contribution of £178,000 from Air Votes
towards the acquisition and levelling of Kai Tak aerodrome.
A copy of this letter has been sent to the Colonial
office.
